What the Soviets have done is to remove some unneeded units and to substitute others, so that the numbers of military useful troops in Afghanistan is basically unchanged.
In Renton, Boeing had swept, simplified, sorted, and sold off so much unneeded stock and general clutter that it now had acres of newly-unspoken-for floor space and storage.
I do not think it's a fair representation of the encampment, but that doesn't diminish at all how terrible and unneeded unwanted and how much it should not exist.
